Against Strangers

Beaumont, Tex., Feb. 20--Mayor Wheat has filed a message to the City Council in which he vetoes the action of the Council in granting to W. Scott Heywood and associates a franchise for a pipe line over the streets, alleys and public grounds of Beaumont for the purpose of conveying oil and gas for commercial purposes. The Council some 30 days ago granted a similar franchise to local capitalists, and Mayor Wheat in his veto states that until it can be shown that the second company has the ability and capacity to carry out the designs of the company, he will insist on refusing the franchise. He also says he wishes to go on record as favoring home capital, and as the first company is composed entirely of citizens who have built up Beaumont, and the second company is composed of entire strangers, he therefore urges the Council to refuse the franchise to company No. 2. He says he knows the franchise cannot be exclusive, but he also knows the Council can refuse to grant another if it chooses. The matter will probably not come up for consideration until the next regular meeting in March. (comp. by W.T. Block)
